Caroline McCarley has dedicated her life to public service, guided by a deep commitment to community and common-sense leadership. With decades of experience in government, education, and civic engagement, she brings a wealth of knowledge and a collaborative approach to solving local challenges. Since moving to Brewster full-time in 2021, she has continued her tradition of service, actively contributing to key town initiatives and volunteer organizations. Whether leading committees, supporting local projects, or engaging with residents, Caroline is committed to strengthening Brewster’s future while preserving what makes it special.
Caroline’s connection to Brewster extends 42 years. She and her family enjoyed summers at Linger Longer for many years. A lifelong advocate for community and public service, Caroline’s leadership is deeply shaped by her personal experiences. Born in Birmingham, Alabama, she built her career and raised her family in New Hampshire before making Brewster her home. Alongside her husband, Dan Harkinson, she has embraced both professional and volunteer roles that reflect her strong values of education, sustainability, and responsible governance. With three sons and three granddaughters, she understands the importance of making Brewster a thriving place for families of all generations.
Caroline’s leadership has always been guided by “Leading with Common Sense”—a philosophy that values practical decision-making, collaboration, and a deep respect for community voices.
Brewster’s open spaces, conservation lands, and coastal beauty define the town’s character and quality of life. Caroline is committed to preserving these resources by supporting responsible land use policies, protecting wildlife habitats, and ensuring that future development aligns with sustainability goals. She believes that maintaining Brewster’s natural beauty is essential not only for current residents but also for future generations who will call this community home.
Access to clean drinking water is a fundamental necessity, and Brewster has long been a leader in water quality management. Caroline is dedicated to continuing that legacy by advocating for policies that protect the town’s groundwater, ponds, and coastal waters. She will support infrastructure improvements, responsible wastewater management, and proactive measures to prevent contamination, ensuring that Brewster residents have safe, high-quality drinking water for years to come.
Housing availability has become an increasing challenge in Brewster, making it difficult for young families, workers, and seniors to find affordable and suitable homes. Caroline supports initiatives that will increase attainable housing options while maintaining the unique character of Brewster. By promoting well-planned, thoughtful growth, she will work to ensure that residents have access to housing that meets their needs without compromising the town’s charm and natural beauty.
Thoughtful financial management is critical to maintaining the quality of life in Brewster while ensuring that taxpayers are not overburdened. Brewster has produced award-winning municipal budgets. Caroline is committed to responsible budgeting that prioritizes essential town services, infrastructure improvements, and long-term financial stability. She will advocate for a transparent and efficient approach to town finances that ensures Brewster continues to thrive while maintaining fiscal responsibility.
The future of the Sea Camps properties is an issue of great importance to Brewster residents. Caroline believes that decisions regarding these properties must be made through a collaborative, transparent process that includes community input and careful financial planning. She is committed to ensuring that the town makes the most of these incredible assets by exploring solutions that align with Brewster’s needs and values, whether for recreation, conservation, or other community benefits.
Brewster has built a reputation for good governance, strong leadership, and forward-thinking policies. Caroline is dedicated to continuing this tradition by advocating for policies that balance careful growth with preserving Brewster’s historic character. She believes in listening to residents, making data-driven decisions, and ensuring that Brewster remains a place where people want to live, work, and visit. By supporting strategic planning efforts, she will work to guide Brewster’s future in a way that honors its past while embracing opportunities for progress.
Caroline served as a New Hampshire State Senator from 1997 to 2002, where she was a member of the Education, Finance, Fish & Game, and Health & Human Services Committees, advocating for responsible budgeting, strong schools, environmental conservation, and public health.
Caroline served as Mayor of Rochester, New Hampshire, from 2016 to 2021, where she focused on downtown revitalization, responsible budgeting, and expanding community services while fostering collaboration and practical governance.
Caroline served as Senior Policy Advisor to New Hampshire Governor John Lynch from 2004 to 2005, providing strategic guidance on education, healthcare, and economic policy while ensuring practical, community-focused governance.
Caroline served on the Rochester School Board for 17 years (1988-2000, 2008-2012), including 11 years as Chair, where she led efforts to improve school facilities, expand educational opportunities, and ensure responsible budgeting for students and teachers
Early voting will commence in Brewster starting in late April.
Election day is May 20th 7am-8pm at Brewster Baptist Church.
